Clarification about law

Questions 
  1. Is there a way to measure the time taken by the person to answer the question? And based on the time, can a psychologist analyze and give the result. By using some video? A confidential video? It has been said that body language plays a major role in our communication, but unfortunately we believe in words of the people, is there a way to integrate the body language as evidence/ for analysis by an expert judgement in this field? And use this report for judging a case, in this case we are not violating any one’s right, we are just doing cross question analysis! The idea is to ensure that the witness /culprit/victim is conveying the truth. Here we are not violating individuals right as well! Something like psychometric test can be integrated, with the current law? . So no innocent gets punished and No accused escapes?. What’s your say on this?
  2.  Myth: Rape is a minor crime affecting only a few women. FACT It is estimated that 1 in 8 women will be raped in her lifetime. Because of low reporting rates, it is not known how many adult men are assaulted. It is also estimated that 1 out of every 4 girls, and 1 out of every 8 boys are sexually assaulted in some way before they reach adulthood. Rape is the most frequently committed violent crime in this country. Harassment and Eve teasing goes unreported: http://en.wikipedia.org/wiki/Eve_teasing If we can encourage anonymous complaint, where people can put a complaint to a team of higher officials with the contact details where during the investigation case history alone shared and the complaint name will not be shared! and the boxes will be kept in colleges and Shopping Mall is this feasible? With some dead line to the case and escalation matrix?
  3.  When a crime occurs, the state government should take necessary steps to keep it in check!, there are rules that up to 3 lakh victim can get in the case of acid cases, but that is not going to help!, probably the accused should get punishment and he has to bear the entire cost of treatment and other expenses like fees of doctors, amount for living etc which the victim can claim. IN case the accused can’t pay, it should be paid by the state government who failed to take control measures and the higher officials in the concerned area need to give the report of steps they have taken! If failed to do so higher penalty these officer needs to pay and an extended date will be given.(This is just make them responsible in taking action)
  4. Regarding the marital rape, don’t you think it contradicts the fundamental rights of a person? Section 375, the provision of rape in the Indian Penal Code (IPC), has echoing very archaic sentiments, mentioned as its exception clause- “Sexual intercourse by  man with his own wife, the wife not being under 15 years of age, is not rape.” But doesn’t it seem that human rights, getting violated here?
  5. Some says rape is not part of sexual harassment, but sexual harassment says any physical contact and it doesn’t say apart from husband this rule applies?

So do you think THE INDECENT REPRESENTATION OF WOMEN (PROHIBITION) ACT, 1986 failed to get implemented ? (NO. 60 OF 1986)

The accused gets punishment for a period, but what is the evidence that he has changed during this period? Shouldn’t a cross examine done before he gets released? If he hasn’t changed shouldn’t the punishment be increased?

Some of the laws are as old as 1960, why such laws are not been re-introduced?, when the culture is getting changed, how can these law sustain with time, probably the oath taking on epic books was introduced by british empire because people in older days were god fearing, truth fearing!(Updated)
  2. Some says dowry are a gift, is it possible to bring a rule that such gifts lies in the brides name only? cash/vehicle/land and in the event of her death it goes to the parents and not to the groom? How far these are possible? at least the middle class people will understand and again campaigns are required as discussed before at grass root level for all the issues. What are the laws available to safeguard the rights and how it can be achieved and the importance of schooling?

At streets some one stares, but if this continues is it possible to launch a complaint ? but the law requires evidence, at some places we have cameras around the street, so can't we raise a complaint by using the body language analysis ? why such laws are not present anywhere though this seems to be feasible ? by having an anticipatory action, and by arresting some one in such cases doesn't the mind set get changed at least because of the fear ? As per some body languages when we show strong actions, staring back at the people shows we are a strong person when you show a submissive character peoples will take you for granted how much is this true can you confirm with a psychologist?

OUR INDIAN PENAL CODE COVERS ALMOST ALL THE CRIMES THAT CAN POSSIBLY COMMITTED BY HUMANS OR INHUMANS.THE PROBLEM IS IN ITS INTERPRETATION AND IN PUTTING THE CASE CORRECTLY AND PROVING WITH PROPER EVIDENCE.PRESENT DAYS WE HAVE SCIENTIFIC GADGETS WITH US BY WHICH WE TRY TO PROVE THE GUILT EXACTLY.
